Regular Board Meeting Minutes
CALL TO ORDER: Chairman Miller called the December 2010 Regular Board Meeting of the Hermiston Irrigation District (District) Board of Directors to order at about 4:00 p.m. The meeting was held in the District office building. Also present at the meeting were Directors Mike Bergstrom, Len Jeppeson, Craig Coleman and Wes Locke; District Manager, Jeremy Bolen; Consultant, Chuck Wilcox; and Recorder, Annette Rambel-Kirkpatrick.
GUESTS: There were no guests present.
MINUTES: The Board reviewed the minutes of the November 18, 2010, Regular Board Meeting. Director Jeppeson moved to approve the minutes as presented. Director Bergstrom seconded the motion and it carried unanimously.
FINANCIAL STATEMENTS & VOUCHERS: The Board reviewed the Profit & Loss Report for November 2010. The Business Manager gave a verbal summary of the financials. The Board reviewed and signed the November/December 2010 Vouchers Report. Vouchers Numbered 36987 through 37028 were reviewed and approved. The Board signed expense.
OLD BUSINESS
CERTIFICATION & LIMITED LICENSE
: District Manager Bolen told the Board that the District received a Certificate of Water Right for storage. However, OWRD used language that tied the District’s storage right to their usage. Consultant Wilcox read that language and reported that he has spoken with Attorney Filippi and faxed a copy of the certificate to his office. Neither the District nor Attorney Filippi received a draft copy of the certificate for consideration before it was issued. The District’s attorneys are going to research the matter and the certificate will most likely be disputed.UMATILLA BASIN COALITION & COMMISSION: District Manager Bolen reported that the Coalition is proceeding with the 6,000 af project out by Countyline Improvement District.
THEATER LANE LAND SALE:
District Manager Bolen reported that Hermiston School District has signed the Land Sale Agreement.NEW BUSINESS
SURPLUS PROPERTY RESOLUTION: This item will be addressed at a future meeting.
LA-LINE PIPE BIDS: District Manager Bolen received four bids for pipe. They were from Valmont, Elmer’s Irrigation, PGG & HD Fowler. HD Fowler had the lowest bid, $46,119. Director Bergstrom moved to accept the low bid from HD Fowler for pipe for the LA-Line project. Director Jeppeson seconded the motion. After some discussion, the motion passed unanimously.
The District has a $75,000 matching grant from USBR.
MANAGER’S REPORT
WATER REPORT: The Feed Canal was started this morning. 8,855 af was exchanged in November.
There is currently 2,700 +/- af in CSR.MAINTENANCE REPORT:
The maintenance crew is currently working on the 10th St Project by Highland Hills Elementary School.They are getting ready to start the LA-Line project. The project is expected to take until March 2011 to complete.
FYI
District Manager Bolen and Consultant Wilcox participated in a conference call regarding an irrigation district specific NPDES Permit. They are hoping to have the permit by May 2011.
Dave Skeen and Wyatt Cleaver have completed the BOR’s dam tender training.
SDAO is coordinating a Board Member training to be held in Pendleton, OR at the Red Lion Inn on January 27, 2011. Chairman Miller, Director Locke and District Manager Bolen plan to attend.
Chairman Miller, Director Jeppeson, District Manager Bolen and Consultant Wilcox attended the 2010 OWRC Annual Conference.
ANNUAL MEETING: The Annual Meeting was scheduled for Thursday, February 24, 2011, at 6:00 p.m. in the shop building.
ADJOURNMENT: There being no further business, the meeting was adjourned by Chairman Miller at 4:29 p.m.
