Chairman Charles Miller called the Special Board Meeting of the Hermiston Irrigation District Board of Directors (BOD) to order at 11:07 a.m. The meeting was held in the District office building. Also present at the meeting were Board Members Mike Bergstrom, Craig Coleman & Wes Locke; District Manager, Chuck Wilcox; Secretary, Annette Rambel; and Jeremy Morris, Engineer with Anderson-Perry.

Jeremy Morris reported to the BOD that it appears that the Drop Structure Project will be completed by November 15, 2008. The District has come to a compromise with Swaggart Bros. regarding the contract work and Swaggart Bros is performing well at this time. The Project Manager was not keeping upper management at Swaggart Bros. informed of the progress of the project. Henceforth, the Project Manager was let go and the upper management of Swaggart Bros. is more involved with the project and has taken over the operations of the project.

Mr. Morris feels confident that at the current rate of progress, they will be able to complete the Drop Structure by November 15, 2008. Mr. Morris encouraged the BOD to attend the next project meeting on Wednesday, November 12, 2008, at 9:30 a.m.

Mr. Morris also noted that there was void under bay 2. They are planning to do some grout injections to fill the void. It is possible that the void has been there for quite some time. This is the reason that Anderson-Perry included using geo-textile fabrics under the Drop Structure. The geo-textile fabrics allow water to flow through without washing away the fines which create the voids.

There being no further business to be conducted at this Special Meeting, the meeting was adjourned at 11:44 a.m.
