Special Board Meeting Minutes

CALL TO ORDER: Board Chairman, Charles Miller called the Special Board Meeting of the Hermiston Irrigation District Board of Directors to order at 7:11 p.m. at the Hermiston Irrigation District office building.  Also present at the meeting were Board Members Len Jeppeson, John Lybrand and Craig Coleman; District Manager, Chuck Wilcox and Recording Secretary, Annette Rambel.

OWRC PROPOSED BILL OF RIGHTS FOR WATER TRANSACTIONS WITHIN A DISTRICT:  Manager Wilcox read and explained the proposed bill.  If this bill is dropped it is important that OWRC have the support of all of the Districts.  The Board members asked some questions which Manager Wilcox offered clarification of.  After this discussion, Director Lybrand moved to support the Bill of Rights for water users within a District.  Director Jeppeson seconded the motion.  After a brief discussion, the motion was taken to a vote and carried unanimously.

ADJOURNMENT: There being no further business to discuss, the meeting was adjourned by Chairman Miller at 7:56 p.m.
